List of High Priority Chemicals of Concern for Children’s Health
According to the Toxic-Free Kids Act, the Authority is required to review and revise the list of High Chemicals of Concern for Children’s Health (HPCCCH) every three years and a maximum of 5 HPCCCHs may be added to the list during each revision period. The Authority has to consider adding or removing HPCCCH that are added or removed from Washington State Department of Ecology’s Reporting List of Chemicals of High Concern to Children (CHCC).
Changes to Washington State Department of Ecology’s CHCC list were made through Washington Administrative Code rulemaking and took effect on October 30, 2017. Therefore, the Authority is adding 5 of the 20 chemicals that were added to the Ecology’s list and removing the three chemicals that Ecology removed from their list (the revised list in Oregon contains 68 HPCCCHs).
Effective date for this revision is January 1, 2019.

• Clarifies that only one report (every two years) is needed for a specific children’s product and that only one person or entity needs to submit that report.
• Establishes a hierarchy of persons or entities the Authority will hold primarily responsible for reporting and with respect to enforcement.
• Requires the number of children's products sold or offered for sale in Oregon that contain a HPCCCH be reported in the biennial notification.
Effective date for this revision is October 1, 2018.
