Vietnam Resumes Restriction of Azo Dye and Formaldehyde in Textile Products
After revocation of Circular no.37/2015/TT-BCT in November 2016, the Vietnam Ministry of Industry and Trade (MOIT) has published a new Circular no. 21/2017/TT-BCT on October 23, 2017 promulgating the National Technical Regulation (QCVN: 01/2017/BCT) on the contents of formaldehyde and certain aromatic amines derived from azo dyes in textile products again.

Overview of Requirements
Textile products that are covered within the list in Annex 1 of the new circular, such as apparel and clothing accessories, home textiles, carpet, footwear, etc.
Exemption
The regulation also allow exemptions for certain textile products which included undyed/unbleached fabrics and textile products, textiles products temporarily imported for re-export, textile products in transit or stored in bonded warehouse, foreign tourist belongings temporarily entering Vietnam and commercial samples with no market value or samples for scientific study.
Conformity Assessment
These textile products, before being sold on the Vietnamese market, must be declared conformity with a Conformity of Regulation mark (CR mark) and provide a conformity certificate by (a) self-declaration or by (b) designated certification/ accreditation body. The testing for declaration of conformity shall be carried out by an approved laboratory certified by MOIT.
