14/08/18 - Annex II of the Toy Safety Directive applies specific limit values for heavy metals and organic tin in materials used in toys.
The limit values for lead have been amended, as follows:

EU Member States must adopt and publish by 28th October 2018 at the latest necessary laws to comply with the amended limits and shall apply those limits from 28th October 2018.
EN 71-3 has now been amended accordingly and published with the lower limits (EN 71-3:2013+A3:2018).
The EU Commission has published the reference to Amendment A3 of EN 71-3 in the Official Journal, meaning that the latest edition of the standard has now been “harmonized” and can be used to demonstrate a presumption of conformity with the essential safety requirements of the Toy Safety Directive 2009/48/EC.
